New York State was unable to pass the MRTA last year despite broad public support across the state and the promise of hundreds of millions in revenue. The primary issue that blocked its passage was the legislation's commitment to investing tax revenue generated from marijuana legalization into communities hard hit by racially enforced marijuana laws.
