B-Real and Sen Dog provide the incendiary lyrics. B-Real owns five Dr. Greenthumb's stores in California, where cannabis has been legal since 2016 and available commercially since 2018. Taxes are very high in the state and the black market takes advantage with lower prices. It appears this is what they're commenting about on the track produced by Black Milk.
