3. Justice Department Clears Way for Legal Marijuana
In a memo sent to U.S. Attorneys in August, Deputy Attorney James Cole outlined rules by which Colorado and Washington can comply with federal policy. As long as the states, among other things, prevent sales to minors, diversion of marijuana to other states and growing on federal property, they can move ahead with creating "strong and effective state regulatory system(s)."
