4. Portland, Maine Legalizes It!
Thanks to a strong effort by the MPP, Maine's largest city voted to legalize possession of 2.5 ounces of marijuana. Three cities in Michigan - Lansing, Jackson and Ferndale - did virtually the same. Also in November: Colorado voters agreed to 25% taxes on marijuana cultivation and sales.
